Federal new & used clean-vehicle credits ended Sept 30, 2025
The 30D new-vehicle and 25E used-vehicle credits were terminated for vehicles acquired after September 30, 2025 under the 2025 reconciliation act. Deals signed before that date still follow the old placed-in-service rules. State and utility rebates are now the primary incentive layer.

California ACC II waiver revoked — state mandate paused in court
Congress used the Congressional Review Act in mid-2025 to withdraw EPA waivers underpinning Advanced Clean Cars II and Advanced Clean Trucks. Litigation continues. Practical effect for shops: model-mix forecasts loosen, but existing hybrid/EV fleets on the road do not shrink.

NHTSA's updated electric-powertrain rule modernizes isolation, voltage-drop and post-crash requirements and aligns closer to global technical regulations. HHN reads it as a floor: our HV isolation test steps are written above it.

Regulation (EU) 2023/1542 requires a digital passport for LMT, industrial and EV batteries — chemistry, carbon footprint, state of health, recycled content. Any pack crossing into the EU market needs a record. HHN's ledger schema is built to that field list.

Module-level reuse is the cheapest lever nobody is pulling
A large share of retired hybrid packs fail on a handful of weak modules while the rest of the pack still grades usable. Grading at module level — not pack level — is what turns a scrap quote into inventory. That is the whole basis of the HHN exchange.
